Gamarth - Tunisia
Under the patronage of the Minister of Public Function, Governance and Anti-Corruption in the Republic of Tunisia, the regional workshop on “strengthening transparency and accountability in priority sectors in the Arab region” will convene in Tunis on 1-3 June 2016, with the support of the Regional Hub of the “United Nations Development Programme” (UNDP) and in cooperation with the “Arab Anti-Corruption and Integrity Network” (ACINET).

Participants include more than sixty experts from the region and beyond, some of which are independent and some of which work within relevant ministries, agencies and organizations in a number of countries. The event is driven by the importance of supporting collective action against corruption and adopting sectoral initiatives in the framework of national anti-corruption strategies with a focus on the health, customs and justice sectors. This important event come in the framework of implementing the second phase of UNDP’s Regional Project on Ant-Corruption and Integrity in the Arab Countries (2015-2018) and is expected to be followed up by a series of activities towards the development of specialized working tools to promote transparency and accountability in the mentioned sectors.

1. Accommodation and Venue of the meeting

1.1 Meeting venue:

The meeting will be held at Le Palace Gammarth:

1.2. Arrival and Departure

Participants are expected to arrive on 31 May and depart on 4 June 2016.
Please be advised that the hotel rooms are available for guest check-in after 14:00 hrs. Guests arriving earlier will be checked in as soon as rooms become available. Consideration for checkout extensions later than 12:00 noon can only be confirmed on the date of departure.

1.3. Hotel Accommodation

Rooms have been reserved for participants at Le Palace Gammarth .
UNDP will cover participants’ accommodation for 4 nights from 31 May till 4 June 2016 unless additional nights are required by travel constraints.
Participants are kindly requested to cover extra expenses incurred during their stay such as mini-bar, alcohol, telephone calls, laundry, business center, spa, etc.

1.4. Extra Meals

Participants can dine at any of the hotel’s restaurants. UNDP will cover the extra meals for up to TND 50.00 per meal (Lunch and/or dinner). Should the value of the meal exceed the mentioned amount, the extra charges will be added to your personal bill. Alcohol, tobacco and shisha are not covered.
Lunch and coffee will be provided at the meeting from 1 till 3 June 2016.

2. Travel/ Admin Requirements

2.1. Visa Formalities

Participants traveling with national passports from non-exempt countries should obtain a visa prior to commencing travel to Tunis. Kindly consult the Tunisian Embassy on visa requirements.

2.2. Transportation

UNDP is arranging for participants airport pick-up and drop-off.

3. Facilities

3.1. Fax/ E-mail/Printing

A business center is available at the Hotel for Fax/e-mail and printing of documents.

3.3. Voltage

The voltage in Tunis is 220-240 Volts. The majority outlets accept one type of plug with three rectangular British style pins. If you travel to Tunis with a device that does not accept 220-240 Volts, you will need a voltage converter. Although most laptops are designed for travellers and auto-sense and auto-switch between 110 and 240 volts, participants need to check for this capability before bringing their equipment to Tunis. If a laptop does not have the right plug, you will also need to bring a plug adapter.

3.4. Currency and Exchange Rate

Exchange rate: US$ 1.00 = TND 2.0144
Visa, Master Card & American Express are widely used in Tunis.

Transparency and accountability in sectors that are most vulnerable to corruption in the Arab region.

  • Objective: Review available data and the perspectives of participants on what are the most vulnerable sectors to corruption and how best to strengthen transparency and accountability in them, while enabling them to learn more about related comparative experiences.
  • Chair H.E.Mr. Kamel AYADI, Minister of Public Function, Governance and Anti-Corruption, Republic of Tunisia
  • Most vulnerable sectors to corruption in the Arab region and the feasibility of sectoral approaches Mr. Mustafa KHAWAJA Independent senior expert.

Importance of collective action against corruption and the means to advance it in the Arab region.

  • Objective: Develop the knowledge of participants on collective action concepts and key mechanisms, and enable them to contribute to and open dialogue on the related status quo in the Arab region and the requirements for advancing it in light of current opportunities and challenges. 
  • Chair H.E.Mr. Abdesselam ABOUDRAR, Chairperson of the Central Authority for Corruption Prevention, Kingdom of Morocco, Concepts and key mechanisms of collective action Dr. Juanita OLAYA, Independent senior expert.
  • Open dialogue on the state of collective action in the region and the requirements for advancing it

  • Objective: Update participants on the state of the health sector in the Arab region, and explore how corrupt practices influence it and the means to prevent them in light of the particularities of the sector and the good practices and the lessons learned from comparative experiences.

  • Objective: Discuss the proposal for a guide on corruption risk management in the health sector, and formulate recommendations to enrich it and facilitate its utilization in the field in interested Arab countries.

  • Objective: Update participants on the state of the customs sector in the Arab region, and explore how corrupt practices influence it and the means to prevent them in light of the particularities of the sector and the good practices and the lessons learned from comparative experiences.

  • Objective: Conduct an in-depth discussion on the state of the police and the judiciary in the Arab region and the influence of corruption on their capacity to deliver justice, and formulate specific measurable recommendations to safeguard them against corruption.

Conclusions and cooperation prospects

  • Objective: Present the conclusion of each of the four parallel working session and enrich it through an open discussion, while reviewing the ideas and the preparedness of participants to engage in cooperative efforts to follow up on implementation.
